They are two separate bodies of law. This is a completely valid bill from the perspective of repealing DC's gun laws. Does it have much of a chance of passing into law? I don't think so. So certainly politicians will use it for political purposes on both sides in the Senate. But that's not necessarily a bad thing, because we can use their votes for political purposes as well.
